The brief specifies ownership, records, admission rules, execution, recovery, and evidence. It defines interfaces connecting organizational acts, economic obligations, disputes, and actual performance across the three systems.

Its 27 sections distinguish the proposed target from dated implementation observations. Sections 2–24 describe the proposed requirements. Section 25 records the inspected implementation boundaries; section 26 identifies decisions and verification obligations before adoption. Section 27 provides the dated source register.

The document preserves historical verification and signed records. New schema names describe proposed contracts. Wire tags, persistence versions, activation heights, institutions, providers, and production keys require separate selection. Current production acceptance requires a bound source, binary, configuration, and execution record.
